The Entrepreneurship and Cooperative Development Committee (ECDC) was first established in August 2017 as an advisory committee of the Services SETA Accounting Authority (Board) under the Chairpersonship of Ms Kate Moloto, a former Board member. The ECDCs initial purpose was to conceptualise an integrated Programme of Action (PoA) comprising of highly innovative, relevant and impactful skills development products to better support entrepreneurs and cooperatives. This Programme of Action was announced at the inaugural ECDi (Entrepreneurship and Cooperative Development Institute) Conference held on 01 March 2018 representing the end of the conceptualisation phase and the beginning of the R&D and testing phase.
The ECDC was re-constituted from 01 April 2018 following the appointment of a new Services SETA Accounting Authority. The current ECDC Chairperson is Mr Vikesh Roopchand, a Board member of the Services SETA and consists of several other industry experts from the public and private sector. The ECDC meets quarterly to review progress and provide technical assistance. The Services SETA acknowledges and expresses sincere appreciation to past and present members for their insightful and expert contributions.

The ECDi InterSETA Committee (EIC) is a joint collaborative partnership between the Department of Higher Education and Training (DHET), Services SETA and seven other SETAs including AgriSETA, CathsSETA, EWSETA, FP&M, LGSETA, MerSETA and W&RSETA.
The Parties resolved in 2018 to conclude a Memorandum of Understanding (MOU) to facilitate continuity of the partnership. The main objective is to collaborate in the development of skills development products that support entrepreneurs and cooperatives, as conceptualised through the ECDi. This collaborative partnership will enable input into the R&D phase, piloting of new products and services and early adoption for scaling up implementation across all economic sectors.

DSBD-SEDA-sefa-Services SETA Partnership Joint Steering Committee (JSC)
The Department of Small Business Development (DSBD), Small Enterprise Development Agency (SEDA), Small Enterprise Financial Agency (sefa) and Services SETA concluded a Memorandum of Understanding (MOU) on 05 December 2017. The MOU provides for the establishment of a Joint Steering Committee (JSC) to consider and recommend joint projects and programmes, and to support the development of the ECDi Programme of Action. The Parties recognise their convergence of mandate, similarities in their target market and value chain linkages in business development services.
The Committee comprises of up to three Executive Managers per partner and meets quarterly. A number of joint projects have commenced for which joint project teams are established.
